Vagabond, it is possible to claim a person is a terrorist only when there are proofs. For example, if a terrorist group claims responsibility of the attack or proofs after investigation show up.

Otherwise, it is a murderer, or a killer. Legal consequences are different. It could have been a simple psychopath acting alone, and that would not justify, for instance, militar intervention. And it cannot be claimed that the cause of the attack was terrorism based on the race of the asshole who was driving.

Now mind what I am actually saying. It is likely that it was a terrorist attack (due to racial profiling, the ongoing conflict, etc), but the press should wait for an official communication to print it.
